When cats pee outside the litter box it usually means they are unhappy about something and are trying to tell you. That said, if we catch a cat in the act, we gently tell them "NO" and lock them up for 15 min or so. In this video, Smokey is serving his 15 min in the shower but communicating clearly that he is innocent and wants out:).
